How to create and use multi-sequence sprites?

How can I create an animation with different states?

for example, I'm trying to make a windsock blowing in the wind.I need at least three animation sequences: weak wind, medium wind and strong wind.

I've created the animations and the sprite sheet (with Texture Packer) for one of those states of the windsock. It works fine, but only shows one sequence.

Do I need a separate sprite sheet for each state? otherwise, how do I create this multi-dimensional sprite sheet?
