Prevent 'over' state on widget button from firing

There are times when I want to show a button but not have it be 'active'. I understand that i can use a bool on the button and code inside the event handler to decide whether or not to proceed with whatever action

However, when the button is disabled I don't want the button's "over" state to show when it's clicked. Is this possible without putting a separate transparent element over it?

I have added this functionality to the new widget library as per the request.

That's perfect timing as I'm working on an app that uses the Widget library extensively.
Looking forward to take the new widget library out for a spin :-)
